Can a woman with small breasts and wide hips still have a hourglass shape?

I'm a 38A but my hip/bum area is 45 inches around, I think I have an hourglass shape but I'm not sure, I think I might be too bottom heavy

An hour glass figure by definition is a top and bottom measurement of the same size or within 2 inches and a waist measurement of 10 inches less.
You would be considered pear shape, which is better than round.

No, this is more pear shaped. It's still curvy, but like you said with the bottom being more heavy than the top.
