It depends on the cut, the style and the fabric. Mostly I don't have any issues walking in a pencil skirt. If I did I would not wear them as often as I do. As others have already said the slit in the back helps and if you wear one in a really soft fabric they just 'give' anyway. They are, however, definitely not designed for running, just don't be late for a bus or the tube.

Not for me. But I don't wear them that tight. It's harder to walk in a really short tight skirt because I'm afraid someone's going to be able to see up and so I kind of walk on a slant.

Depends on the skirt. Some have slits, or kick pleats, and those are much easier to walk in.
