I all ready have a room in my attic. What are the fire regulations for turning it into a bed room do i need a?

Typically you cannot convert an attic into a bedroom legally. The logic of this is simply about safety. If in the event of a fire you needed to escape, you could not. Jumping from a 3rd floor window (if there is one) is a guaranteed injury and/or death and not a good option. That's it in a nutshell.

here in the US, you need some kind of fire escape and the window must be large enough for a person to get through.
The portable fire ladders seem to suffice and you MIGHT need an extinguisher but I am not sure about that.
The best way would be to contact our local. building permit and inspectors.

In uk you need means of escape to do what you want to do and meet the fire regs

this applies to uk ..you say you have a room allready ..you would need planning and building control ..you might not need planning if you are not fitting a dormer window ..however ..building regs ..you will need a proper staircase ..no loft ladders ..you will need to prove that the floor complies with regs ..you will need an escape window ....fire door on landing leading into room etc ..its easy to check most out on net ....you have to remember you are turning your home into 3 storeys
