How to dye a coat that is water resistant?

I have a coat I'd like to dye purple for a joker costume. But the coat has a rain resistance chemical it seems on it.

Is there any treatment I can use to remove this so that the dye will take better?

Before you look for anything, check the fabric. Any polyester will not accept regular OTC dye
